Approve minutes of the previous meeting
CarriedFinancials and Accounting
- •13 residents have outstanding payments (2 from January, 11 from May).
- •The budget dashboard will be updated to consolidate all events into one category for better accuracy.
Budget Planning — Lawn Care Equipment & Green Space
- •Lawn Care Equipment: the borrowed zero-turn mower is insufficient for the community’s growing green spaces.
- •Option 1 — purchase a zero-turn mower and industrial weed trimmer, with a secure, movable storage solution (e.g. shed on skids, large trailer).
- •Option 2 — hire a contractor instead, avoiding equipment maintenance, storage, and repair costs.
- •Jamey to get quotes from external lawn-care companies; Bruce to get a quote from KV Properties, to compare costs.
- •Green Space Improvements: Jeff Brownridge has requested a $5,500 post-and-cable fence to create a 200'x30' parking area on the green space between lots 17 and 18 — to be reviewed for next year’s budget.
- •The Green Space committee is expected to spend all of this year’s budget and will put together a budget proposal for next year.
- •Bruce to discuss green-space budget (including the Brownridge fence request) and movable shed storage options with Ray, and to ask Alan about placing a movable storage shed near the pickleball courts.
- •Bruce to pick up the borrowed mower from Ben for servicing and return.
Approving Non-Budgeted Maintenance or Incidentals
- •Board discussed the need for a general maintenance budget to cover miscellaneous ad-hoc projects (e.g. sign staining) to streamline approvals.
- •Proposed adding $1,000–$1,500 to next year’s budget for this purpose.
- •A pre-approval policy is required for all such projects to avoid after-the-fact reimbursement issues.
Strata 771 AGM Results
- •Strata 771 fee reduced in stages — from $300 to $250 to $175.
Insurance / Trailer Coverage — Follow-Up
- •Renewal insurance documents received; the equipment trailer itself is covered under ICBC.
- •Still need an update on contents coverage for the trailer; Carl to finalize adding contents coverage to the commercial insurance renewal.
AED Cabinet
- •Bruce to ask Lyle if he would be willing to build the cabinet for the new AED.
Fire, Safety & Emergency Preparedness — Training
- •Zero turnout for summer hydrant training sessions.
- •Only 75 residents trained for fire response, with only 10 identified as first-aid responders.
- •Jamey to launch a spring campaign to boost training participation, emphasizing the community’s lack of fire insurance coverage.
Emergency Alert System
- •The new system is in final audit to confirm security and functionality; expected to launch before Christmas.
- •Carl to complete testing of the expanded system and arrange moderator training.
- •Alan to ask his technical contact about providing backup support for the system, and connect that person with Carl if available.
Road Safety
- •RCMP is increasing patrols following a golf cart incident.
- •KVCA will remind owners they are responsible for their builder’s road cleanup.
Maintenance and Operations
- •Snow Removal: KVCA will re-engage last year’s contractor on an on-call basis; Rick to discuss on-site, on-call snow removal with Alan and email last year’s contractor.
- •Lawn Care: Board awaiting an invoice from Jack for 2026 services to inform 2027 budget planning; Rick to follow up.
- •Weed Control: Rick to confirm the fall spray is complete with the contractor and renew the contract for 2027.
- •Buoy: a new heavy-duty buoy, donated by Karen and Roger Sonntag, was installed in the shallow area and successfully prevented boat incidents this year.
Short-Term Rentals
- •A significant increase in short-term rentals is raising concerns about fire risk, waste, and amenity impact; many rentals appear to violate strata bylaws.
- •Karen to contact RDEK to clarify rules and enforcement options.
- •Colin to email Karen the RDEK letter regarding short-term rentals.
Development
- •The Strata 771 encroachment/green-space agreement question regarding the Smith property has been closed — Ray worked with the Smiths and trees were planted at no charge.
Upcoming Social Activities
- •Robin to organize Christmas gatherings and prepare a Canada Day 2027 budget.
Next Meeting
- •Tentatively November 17, 2026, subject to confirming members’ availability; the President will circulate the invitation.
